You can’t change a collaborator’s role if the repository is owned by a personal GitHub account.

For example, if it’s a personal repository and you invite someone as a collaborator, the repository owner remains the only person with owner-level permissions. The invited user is a collaborator, and you can’t change their role to “Admin” like you can with an organization-owned repository.

If the repository is owned by an organization, it’s different. Organization repositories support different permission levels, such as Read, Triage, Write, Maintain, and Admin. You can have multiple people with Admin access and change a collaborator’s permission level accordingly.

So basically:

• Personal repository → Owner + Collaborators
• Organization repository → Multiple members with different roles/permissions, including Admin

If you need multiple people to have Admin-level access to a repository, the repository needs to be owned by an organization.

Encountering the same issue, the Access > Collaborators menu is missing the above mentioned dropdown:

So, is there a workaround? Do we need to use a paid option?

The currently available workaround is to transfer the repo from your account to a github org which you can create for free and then add other people to the same org, during which you can select member or admin rights while sending the invite.

There is another workaround. You can use the gh cli. And use permission=admin on the invite (only on invite its honored. I tried changing perms but that was a no-op).
