Since the upgrade was accidental and the support ticket has already been open for three days, I agree that this should be reviewed as a billing issue rather than treated as an intentional plan change. If you are an organization owner or billing manager, GitHub currently allows the organization to be downgraded from GitHub Team to GitHub Free through Settings → Organizations → [Organization] → Billing and licensing → Current plan → Edit. For the refund request, I would keep the existing Support ticket open and clearly explain that:
GitHub's Terms of Service state that paid plan charges are generally non-refundable, including downgrade refunds, so a refund should be treated as something for Support to review rather than something that can be guaranteed. It may also be worth clarifying that GitHub Actions usage and the GitHub Team subscription are separate billing components. GitHub documents that an organization's bill can include the plan itself plus usage-based charges. Hopefully Support can review the accidental upgrade, process the downgrade as quickly as possible, and clarify whether an exception or billing adjustment is available in this particular case. |

We accidentally upgraded our organization from GitHub Free to GitHub Team while trying to address GitHub Actions usage needs.
It's been 3 days since we have opened a support ticket but there is no response so far.
We requested a downgrade immediately after the mistake. This has budget impact and was not an intended plan change. We only intended to pay for GitHub Actions overage usage, not GitHub Team. Please review for refund eligibility and whether the downgrade can be handled as urgently as possible.
