This behavior is not expected for an individual developer whose legal country/region is China. An EU VAT number is intended for EU countries/regions, so you should not enter a fabricated VAT number or another person’s VAT number.
The issue may be caused by an incorrect country/region or program association in the Partner Center tax profile, but the exact cause cannot be confirmed without Microsoft reviewing the account configuration.
Recommended checks
- In Partner Center, open Settings > Account settings > Legal info.
- Under the Developer profile, confirm:
- Account type is Individual
- Country/region is China
- The legal name and address match your identification and banking information
- Open Payout and tax > Payout and tax profile assignment.
- Confirm that you selected the correct Microsoft Store program and Seller ID 95932190 before creating or editing the tax profile.
- If an incorrect or incomplete tax profile is assigned, create a new tax profile from the correct program and Seller ID assignment rather than reusing the affected profile.
- Retry using the latest Microsoft Edge or Chrome with third-party cookies enabled. Microsoft’s setup guidance specifically recommends enabling third-party cookies for the tax-profile workflow. set-up-your-payout-account
As a non-US individual, you should normally complete the applicable W-8 form electronically. A US ITIN is not required merely to receive Microsoft payments or claim treaty benefits.
Because you already have support ticket 2609030060002857, please reply to that ticket and request escalation to the Partner Center payout and tax profile engineering team
Microsoft Learn Q&A contributors cannot access or modify Partner Center tax records, so the existing support case is the correct channel for account-level correction. Do not post identity documents, tax numbers, banking information, credentials, access tokens, or other personal information publicly.
