The 3.1 series doesn't seem to be getting updated with our latest automation, probably because of the existence of these pseudo releases:

• https://github.com/dotnet/core/releases/tag/v3.1.200
• https://github.com/dotnet/core/releases/tag/v3.1.201

Above tags seem to only be used for tagging the SDK, not the runtime itself.
